Ultimately, a state's electoral votes translates into distorted power for each state's potential voters. This distortion takes more power away from the most populous states and adds power to the least populous states: each potential Wyoming voter has more than four times the power of each potential Texas voter. Adding two electoral votes to each state thus has tremendous impact when it is viewed as a measure of each individual's electoral power.
